Bureau of Indian Standards

The Bureau of Indian Standards (BIS) is the National Standards Body of India, working under the Ministry of Consumer Affairs, Food & Public Distribution, Government of India. It was established under the BIS Act, 2016, with the primary objective of ensuring uniformity in product quality, safety, and reliability for Indian consumers and promoting standardization and quality certification across industries.

BIS is responsible for the formulation, recognition, and promotion of Indian Standards and plays a key role in the conformity assessment of products through various certification schemes

How BIS Works

BIS operates through a structured process involving:

Standard Formulation : BIS formulates Indian Standards through technical committees comprising experts from industry, academia, R&D institutions, and government bodies.

Product Certification Schemes : These schemes ensure that a product complies with relevant Indian Standards and is safe for consumers.

Quality Control & Surveillance BIS conducts factory inspections, product testing through its laboratories, and market surveillance to ensure continued compliance.

Laboratory ServicesBIS has a network of state-of-the-art labs for product testing and certification.

BIS Certification Categories

BIS offers various certification schemes to cover both domestic and foreign manufacturers :

ISI Mark Certification (Domestic Manufacturers)

This scheme allows Indian manufacturers to use the ISI Mark on their products, indicating conformity to Indian Standards.

  • Applicable to : Cement, Electrical appliances, Steel products, Packaged water, Kitchenware, etc.
  • Mandatory for : Over 370 products, as notified by the Government of India.
  • Process involves: Factory inspection, product testing, quality system audit

CRS - Compulsory Registration Scheme (Electronics & IT Goods)

Under this scheme, manufacturers (both Indian and foreign) must register their products before selling in India, especially in the electronics and IT sector.

  • Governed by: Ministry of Electronics & Information Technology
  • Mandatory for: Laptops, Mobile phones, LED TVs, Power adapters, etc.
  • Process involves: BIS-recognized lab testing, online application, grant of registration

FMCS - Foreign Manufacturers Certification Scheme

This scheme enables foreign manufacturers to obtain a BIS license and use the ISI Mark on products exported to India.

  • Applicable to : Foreign factories producing products under mandatory certification
  • Key Steps : Factory audit by BIS officials, sample testing, documentation, and grant of license.
